In a unanimous move, the Davao City Prosecutor’s Office on Tuesday, July 7, 2020, released the dismissal order of ALL five (5) charges filed against Pastor Apollo Quiboloy and five other people in a Joint Resolution dated June 29, 2020.
The spurious charges filed by Blenda S. Portugal last December 19, 2019, against Pastor Apollo C. Quiboloy, Jackielyn W. Roy, Cresente Canada, Paulene Canada, Ingrid Canada, and Sylvia Cemanes include Rape, Child Abuse under Republic Act 7610, Physical Abuse, Trafficking in Persons Through Forced Labor, and Trafficking in Persons Through Sexual Abuse.
The charges were unanimously dismissed by Davao City Prosecutor Nestor Ledesma together with three other Senior Assistant City Prosecutors.
According to Atty. Israelito P. Torreon, Chief Legal Counsel of Pastor Quiboloy and the Kingdom of Jesus Christ, his team was able to marshal overwhelming evidence and proof proving the falsity of the charges filed by Portugal.

Torreon added that Portugal only filed the groundless rape complaints after a Warrant of Arrest was issued by the Regional Trial Court of Panabo City in a Libel Case earlier filed by Pastor Quiboloy against her.
Torreon explained that the prosecutors noted the inconsistencies in the complainant’s testimony during the preliminary investigation stage. Furthermore, the cases were filed six (6) years after the alleged rape incident without significant evidence presented, police blotters, medical certificates, or similar proof to support the claim.
Torreon also emphasized that it is beyond human logic that Portugal never divulged such an incident to her father and neither to her sister who, at the time, were both present in the location where the alleged crime supposedly happened.
Several witnesses pointed out the date inconsistencies in Portugal’s testimony. She claimed that the rape incident happened last September 1, 2014, and also specified that it was during one of the Kingdom events called the “Tribute to the King”.
This testimony is inaccurate since the Kingdom event known as “Tribute to the King” took place last August 29, 2014, and not on September 1st as Portugal claimed.
At that time, Pastor Quiboloy was at his main residence in the Prayer Mountain, Tamayong, Calinan District, Davao City, and was not at the Kingdom of Jesus Christ Compound near the Davao City International Airport where Portugal claimed the crime took place.
Several witnesses also executed affidavits that Portugal slept in her room on September 1, 2014, and never left until the morning of the following day.
As to the charge of Child Abuse, the Joint Resolution states that “There is nothing on record which remotely suggests that the complainant is suffering from some sort of psychological trauma owing to her having been psychologically abused by herein Respondents.”
It also stated that there was a lack of “documentary proof” and that there were “no documents proffered as to how and when she suffered such psychological trauma and who are the persons allegedly responsible in inflicting such trauma to her.”
Furthermore, the Davao City Prosecutor’s office also noted the absence of neglect and cruelty on the part of the respondents because Portugal and her sister were given free education, free allowances, free board and lodging, and were even trained in the field of music.
Atty. Torreon pointed out that there seems to be a “continuing pattern” regarding the actions made against Pastor Quiboloy here in the Philippines and the United States. There is reason to believe that there is a “grand conspiracy” which is meant to taint the name and reputation of KJC’s Executive Pastor.
According to Torreon, this conspiracy will soon be uncovered to reveal the truth behind these attacks, not because the organization wants to pin down the culprits but because it is only right that justice is served.
He added that with the dismissal of the Cash Smuggling Charge against KJC Leader Felina Salinas in Hawaii as well as the dismissal of the rape and other charges filed against Pastor ACQ and his leaders in Davao City, the harassment suits against the Pastor would now be confined to the dustbin of history.
